For Shanghai, to which a large portion of the correspondence in question is addressed, I shall direct that a separate bag be made up, so that much of this correspondence will give the Post Office at Hong Kong, no trouble whatever; and, as respects the letters between this Country, and the other Ports referred to, I trust that, on reconsideration, the Government of Hong Kong will be of opinion that for the moderate amount of labour which it may cause to the Hong Kong Post Office, no charge should be made, so long at least, as the Colony of Hong Kong is not called upon to pay its share of the cost of the India and China Packets; a cost which is far from being defrayed by the amount of Sea postage.
